I'm guessing the article wants you to think this is just a boy vs girl issue since that gets clicks but i suspect its more than that. Note the school just says 'distracted students' so i suspect they also know its not just the boys. My wife works at a school with an enforced dress code and I have helped enforce it as a volunteer at events. Boys just stare and sometimes giggle. Girls point, gossip, disparage and verbally complain (often overly loudly to be heard by everyone on purpose). In terms of overall disruption or distraction i wouldnt be surprised if girls were more involved than boys since boys would only tend to be distracted when viewing or trying to view the nipples while most girls would not even need to be around the other girl to be distracted
Just curious what authority do you have or do you see something and then tell your wife?
