The press conference where he asked about it isn't an explicit recommendation.

(Explicit = stated clearly and in detail, leaving no room for confusion or doubt.)

This is the issue, when the POTUS holds a nationally televised news conference in which he suggests ingesting/injecting disinfectants as a means to treat COVID 19 some "stupid" people will see it and take it seriously. Yea, they were dumb before Trump, yea, Trump dispenses dumb ideas like a retarded Pez dispenser.

For the very same reason that California has to have "May Cause Cancer" warning on everything, Plastic bags have warnings that they could suffocate you, Gasoline is flammable labels, Clorox is poison labels, people eat Tide Pods ................ the list is nearly infinite.
