I am not sure how anyone can be against collecting such metrics. After all it is for kids and it is very important.
Because you can only know 1 of the 3. A poor performing teacher makes groups of students look bad, which drags down all 3 items. The same goes for #3, and with #1, even just a few students can make a teacher look bad. We have no way to test each item individually, only as a group.

Take a stats class lately? Stats on school/teacher/student performance will definatly show where there are weak and strong points in the system.
