Pinellas Co has 1 Million + residents, and Largo is one of the more respectable areas.

But even having kids that age at 62 is weird. Apparently a retired women on her own that wanted kids again for validation from how it reads. Especially on her own, you would think there would be some vetting there to begin with.

A single women with possible early onset Alzheimers should not be having children.

I want to assail the irresponsibility of her actions, but how was she ever going to watch over and provide for them? She's gotta be at least partially disabled both physically and mentally. With 3 small kids many 20 and 30 somethings are pushed to their limits... limits far beyond anyone in their 60s. The irresponsibility and questioning of mental competence starts with the choice to get pregnant in the first place. Also, maybe Florida.
