Do you have the detect floppy option turned off in the bios by any chance?

It is enabled in the bios. I have 2 cables and tried both though I dont know if the ends are the same, but have tried various combinations and no luck. It win ME shows the controller ok , on startup with a clean HD the fd does light up but when I try to start up with a system disk it spins but does not register.

I had this problem before too, if like Jonny said it wasn't disabled in the BIOS maybe check to see if the floppy drive size is correct, i.e. not a: 5 1/4 but a: 3 1/2 drive, that was my problem. Also the cable could be on wrong it is easy to overlook.

I finally got it to boot from the floppy.

Asks if I want to start with CD support, I say yes.

I did fdisk on the drive and rebooted, now there is no c drive and there is a d drive with the system files on it but I cant format it , tells me invalid media. Why did it switch drives on me? How can I format it??

Thanks

the D drive you can't format will be the ramdrive that the boot disk sticks some system files in for faster access. You've probably assigned the C: drive in fdisk but either not marked it as a bootable Fat partition, or just need to format /s it, at a guess.

Check your bios settings to auto-detect your hdd. If you get that going, then make sure you set an active partition after deleting the old one. Then the good ol' format/install.
