Floppy Drive won't recognize disks. Is it the drive or the board?

Here's my problem. Im using an Asus A7N8X-E and a black Mitsumi floppy that I got from SVC. Im already on my second one and it still isn't working. When I put a disk in to format I get 1 of 2 messages, usually both. Either its "Windows was unable to complete the format" or "The disk in this drive cannot be formatted". I went out and picked up some different types of disks and still haven't found any luck. I have also tried 2 different floppy cables to no avail. Any ideas?
 
Is your FSB OCd? The floppy interface is often driven from a clock divider off the PCI bus (PCI clk/4) - which itself is driven by a clock divider off the FSB clock. If that is too far off from 6-8MHz, the floppy may not work. Either lock your PCI bus to 33 or set your FSB to normal and see what happens. Or sometimes there is an option in the BIOS setup to set the floppy interface at a fixed freq. (often 7.2MHz, for some reason) - try that too.

Is the floppy light stuck in the on position? If so, you may have your floppy cable connected upside down to the floppy drive, which is a very common build problem. Also, try another cable - yes, I have actually had a new but bad floppy cable before.
 
No overclocking on this computer and the cable is oriented correctly. It only lights up when accessing discs and is off the rest of the time.
