floppy drive problem with Windows 2000 Pro

My problem deals with floppy drive access on a workstation running Windows 2000 Professional that is connected to a NetWare 5.1 server. When you first boot up and try to access the floppy drive by double-clicking with the left mouse button on the floppy icon in My Computer, you get a meassage that says you cannot access the drive, whether or not a floppy diskette is inserted. However, if you RIGHT-click and explore the drive, you can then access the drive fully, including when you double-click with the left button. The floppy drive works correctly after this. If you reboot the system, the problem comes back. Do you think this is Netware policy related? Any ideas on fixing this?
