Did you just recently install it/hook it up? Are you sure the IDE cable is on the right way? Try removing the IDE cable, turn it 180 deg. and plug it back in. If it is plugged in wrong, Windows will still see it sometimes and the light will stay on when a disk is in it but won't read/write. If not, then it may just be dead. Do you have another one to try?

Power light is on? Thats the access light, if it's always on, it means the cable is backwards..

Heh, well, I didn't see the need in helping this person to distinguish between the 40 pin IDE cables normally used for HDD and optical drives and the 34 pin connector used to connect the floppy or some of the other characteristics such as the twist in some floppy cables just to let this person know that the cable plug on the back of his floppy drive was put on backwards and was causing the inoperation of his floppy drive even though the more understandable term known by most mid level users would be IDE but just to satisfy your appearant anal retentive need for correctness I will try to be more specific and technical in the future. Cool?? :p Pfffffffft! <shakes head>
LOL, jus teasin!
