Yes there is a difference. I will just steal an explaination:

That’s where Flirc steps in. Flirc is detected as a USB keyboard, eliminating the need for XBMC special drivers. Any media center application that supports a keyboard as an input device supports Flirc out of the box.

With that said, I still use HP IRs on every HTPC because the default IR commands are enough for me most of the time.

Either will undoubtedly work very well. The FLIRC will give you the ability to customize out the wazoo. It came in handy when I wanted to set up subtitle and audio track buttons on my DTV remotes that would otherwise not normally be there.

If you don't need the customization, then save the $$$ and get the IR receiver.
