practice it slowly so none of the notes are wrong with a metronome.
increase it a tick at a time until you feel comfortable at the next setting and move on in this fashion.

it takes a lot of practice, it will not come overnight.

it is a hard piece. and if you can't play it fast enough, it means you haven't practiced it enough.

You're having trouble playing it on piano?
I saw this guy play it on a tuba.. he only has 4 keys mind you, and the travel distance is 5 times longer each key than your piano key.
Ah well, I still have trouble playing it on the flute :p

I always found theory harder than Performance for some reason.

Theory is easy . . . though I don't like the Ear Training part, that's usually where I miss 100%! :|

when I learned to play it I broke it up into sections and just played a few measures over and over again until I got it to about the speed I wanted then I moved on to another line or two. Once I got that one down I would combine the two esctions and play them together until I could get it to how I liked. Rinse repeat. If you've got 3 weeks you shouldn't have a problem getting it down.

you are the one that needs overclocking, not the piano. The piano is just a piece of doped silicon.

Luv that piece. I've been looking for renditions/variations of it by various non-piano artistes... Vanessa Mae (violin), Great Kat (electric guitar), but the best one so far has got to be Al Hirt's Green Hornet. (edit) not forgetting that interesting one by Bobby Mcferrin And Yo-Yo Ma also.
