Flickering video issue

The title of the thread sums it up pretty well.

When I am watching a video in winamp, occasionally (every couple of minutes) the window with the video will flicker black and then continue playing normally. Sometimes, however (about every third or fourth flicker), the video will stop for a split-second, and the whole screen (rather than just the window playing the video) will turn black for about half a second (a beat longer than the flicker). This just started today, and is another in a growing list of problems I have been having that just started recently.

The other ones (much less annoying, however) had to do with the onboard LAN on my motherboard, and a weird issue with explorer.exe having to close itself. The former problem was resolved, and I chalked it up to overclock stability problems. I could not receive an IP address from my router, and after ruling out problems with the cable and with the router, I scaled back my overclock a bit from 2.79 GHz @ 1.425v to 2.7 GHz @ 1.4v. Each was completely dual prime stable, but when I lowered the clock a bit, the LAN problems disappeared.
The other problem is still unresolved. Whenever I enter a certain directory on my C drive (which happens to be my Firefox downloads directory, so one I access often), that dialog comes up telling me that Windows Explorer has encountered a problem and needs to close. It closes and immediately restarts itself, so it is really not all that annoying--it is so trivial that I just purposely visited the downloads directory just so I could re-read the text of the dialog box that pops up. I can even do whatever I want with the files in the directory while the dialog box is on the screen, as if nothing is wrong (this usually, of course, consists of moving whatever file/directory in there that I needed to work with out of the downloads directory, so I can get to it without having to restart explorer.exe). I have no idea what is causing this problem, and I have not yet gotten around to doing a simple disk scan. I should have done this before posting about it here and giving the impression that it is necessarily related to my other problems--it might be a simple directory corruption that could be fixed in mere seconds and has nothing to do with my hardware.

The video flickering problem, however, is a bit more worrisome, and I hope I could get it sorted out with your help.

My PSU is the one that came with the Antec Sonata II. I know, I know, don't yell at me--this is actually not my computer--this is one I built for a friend who bought all the components himself and didn't take my PSU advice. My computer has identical components, but with a P-180 case and a Powerstream 520W.

There is always that fear that I will have to RMA the video card or the motherboard. Unfortunately, they were both bought from Monarch, as opposed to Newegg, which is where I usually buy my components for the very reason that I have had many good experiences RMAing with them. I have no experience with Monarch.

Does this sound like a PSU problem to anyone else? I will re-seat the video card tomorrow to see if that solves the problem, and I will clock back to stock settings to see if it is related to my overclock (I can't see how that's possible, however).

Thanks for reading this whole thing. I would have posted this on DFIstreet, but I am very sick of their PSU lectures and really didn't feel like reading post after post calling my friend stupid for sticking with his power supply. Even if he is.
