flicker problems with gts and d3d

i have an elsa gladiac gts 32mg and i have noticed some flicker problems when playing d3d games. i have tried downloading the coolbits reg hack that allows you to turn of v-sync and set frames ahead to 0, no luck (actually i couldn't set it to 0, it would only allow 1 as the smallest number). i have tried downloading the program that lets you set the frequency of your monitor with little luck either (i set everything from the default 60hz to the max 75hz). i reinstalled the nvidia 6.5 drivers to no avail. i have also messed with the settings as recommended by the geforce faq.
i am using win2k.

here are a couple of things i have noticed.

1. flicker only seems to be a problem when the it seems like the video card is a gets a little behind (or slows a bit) like if i were to save a game, or when i go into a new scene in a game and there is a lot of things in view.

2. when i play with open gl games my monitor runs at 60 hz, with v-sync on. looks great no problems. but when i play in d3d my monitor runs at 75 hz and i have problems. possible to force my monitor to run at 60hz in d3d. i can seem to be able to do it. even when i set my default monitor frequency to 60hz in windows, it still runs at 75hz.

does anyone have any ideas, any way to fix it. thanx for the help.
