flashing changes the BIOS from one version to another, sometimes adding features, and sometimes taking away. w/ video cards, flashing the BIOS to a newer version simply changes the availability of clock speeds. for instance flashing the 9800np to a 9800pro will unlock higher clock speeds to choose from when trying to OC it. oh, and i guess it also changes its default core/memory clocks to that of a 9800pro's, thus effectively making it a 9800pro.

the only thing i've ever flashed is the BIOS on a few mobos and alot of people on spring break
