Flash - Yay or Nay?

First question (for web designers/developers)

--> Is there any point in moving to Flash? Or just stick to html/css pages?

Second question: (average users)

--> If given the option of viewing a website in flash or html, which would you choose and why?
 
As a user, I use flashblock cause I don't want to see all of that flash crap. Usually, if a website is completely flash driven, I just ignore it.
 
Flash is useful for components of websites, but to make a whole website completely flash is annoying. It uses up system resources etc, and usually you have to wait for stupid special effects just to get to your desired location on the site. HTML is much, much better.

I also hate flash sites. They just look unprofessional.
