Flash updater application will not open

I'm using Firefox + Win 7 64. I download the 1 megabyte flash update launcher and double click it, hit OK when user account control prompt comes up, but then nothing happens, the installer does not load. Is anyone else having this problem, this is with the most recent version of Flash.
 
A couple of ideas:
1. Close your browser before running the update.
2. You may want to just remove flash and install it from scratch.
