So this is our test bed for our new design here..

And the issue I'm having is with the rollover menus..
Right now the menu will pop up over certain buttons on the toolbar, and those work fine using this command:
on(rollOver){
servMenu.play();
}
My issue though is when a user rolls off of them. Initially I used:
on(rollOut){
servMenu.gotoAndStop(1);
}
However when the user goes to one of the links that was rolled over on, it immediately rolls back down since it's already "rolledout".
What I did was create a new layer surrounding the button with a hit action attached to it, so when a user rolls over that imaginary section the menu is dropped down.
Here's how it looks:

However as you can see, if you're in a button, and attempt to go down quickly, the button will still stay up since it doesn't "hit" that imaginary section in time.
Any suggestions on making this cleaner without the issues here?
