flash drives don't appear unless present during boot

When I plug my usb flash drive in, windows xp clearly recognizes it, but then it never shows up in My Computer.

If I restart my PC with the drive connected, it always shows up in My Computer.

The drive shows up on other xp installations whenever I connect it.

Any ideas?
