Flash drive isn't read only, HDD is...?

Ok so I got this Hitachi HTS54804 40GB that used to be in my laptop, the laptop got screwed in a car crash but the drive was still good so I got a USB enclosure...

Anyways, So at school I normally use a USB flash drive but since I am running protable aps on them like protable openoffice, firefox, gaim and the like they always take forever to load...It loads at least 10x faster off the drive.

So my problem is at school the computers say the drive is read only...

I figure it is some security crap, where flash drives work and hard drives won't...

I need to figure out a way around it. So thats the question, Why and How to get around it?
