Flash Animation people

I'm trying to animate a piece of paper being blow in the wind and the appropriate movement and twirling of the paper but can't get it to where the animation moves along a motion guide and can be edited freely by me.

As any newb, I can get it to follow the motion guide and have it change shape, but merely distorting the corners, size and rotating it isn't enough. I need to be able to twist the sides as I'm able a regular image with the Arrow Tool.

I've been trying to put in keyframes at certain spots and right click > edit it, but it just changes the shape of the object throughout the animation. I need to just edit it on the spot and have the shape change as it goes through the motion guide.

Any help/hints/tips? I'm also currently trying to find a guide somewhere with instructions on something similar.

 
That's some tedious work. You've already got the idea though... shape tweening and motion guide. I'd hate to have to try to get that effect though.

Haha, you not really hleping at all helped. I figured yea, movement and change should accomplish all I want. Flash wouldn't make it so hard to animate such a simple idea, then I realized I was doing motion tweening and editing shapes and not using shape tweening (just as you said).
 
oops. 😉

I hadn't touched flash for half a year until yesterday to do a quick intro. Man I remember why I stopped... so time consuming.
