Flash Streaming Media Server (SMS) i think is the name of the software
you need to use if you want to not have your content reside on the
client's computer.

Quicktime has a similar feature.

but it doesn't directly address the work-around, where someone can
steal your IP (if it's an animation) by using a program like Camtasia.

so, is there a way in Actionscript 3 (or any version of AS) to detect
if a client is using Camtasia to circumvent Flash SMS attempted IP-
protection feature ?

(besides a pop-up window asking them if they swear on a Bible, or
their mother's grave, that they're not using Camtasia).

Are you asking if there is some way for flash to detect screen recording software? The simple answer is Flash alone - no - flash has no access to other tasks running or system files and so its unable to tell what is running on the person's machine.
You can use other tools like MDM and Northcode to create wrappers that can detect running tasks outside of flash but then your program is limited to certain platforms and its downloaded. I'm not sure if here is really any good way to defeat a screen recorder regardless of program and that still doesn't defeat if they loop their monitor through a DVR and just record things that way.
