Is this possible? If so, does it make the GE effectively a waste of money?

No they locked this off.

Get an unlocked voltage 7970 reference or MSI card.

You dont need a bios to make it a GHZ you just overclock it. Same thing

There's really no need to run the GHz bios, unless you're looking for "out-of-the-box" overclocking. But that's rather pointless considering quite a lot of cards will overclock past GHz speeds and you need an overclocking program to do that.

I would easily say that GE/Special Editions are a waste of money if not for the revised and usually much more silent fans. As far as clocks go, both GE and non-GE have the same overclocking potential.

Once you O/C the card boost is disabled. The GHz boost feature is only good if you don't O/C and don't mind your card changing clocks when in use. I'm pretty sure that simply moving the power slider in CCC to +20% defeats boost.

It's really nothing useful, IMO. It is a bullet point and probably allows for slightly lower power consumption in reviews.
