Flaky Network Error Message when Windows 98 Starts

I have a Windows 98 machine connected to a Linksys hub(ethernet). The hub provides DHCP service, but the hub isn't always on.

90% of the time, the Win98 box boots, sees there isn't a network, and goes to a login screen. This is good.

The other weird 10% of the time, the Win98 box boots, reports that there is an error with the Network and to check inside of Device Manager to make sure the card is working properly (and it is).

I'd like to get rid of the 10% of the time error message. Any ideas on how to do this? I have a Win98SE box here that 100% of the time goes to a login screen after checking for the network (no error messages whatsoever if the network is down).
