Fixing rusting parts on the cheap

Situation: The rest of the car is in tip top shape, with almost no rust. The windshield wiper arms (leading up to the actual wiper blades from the control arm) are rusted as heck.

What would I have to do in order to paint these bad boys and make them look decent again?

Can I simply sand them with a dremel, and spraypaint from the auto-shop, or is it much more involved?

Awhile back on my Crx I had the paint flake/fade on my wiper arms.

I removed each in-turn, cleaned with a brillo pad, lightly sanded them down with some fine sandpaper, and sprayed them with some black BBQ paint I had on-hand.

It worked well, and held up for several years until I sold the car.

The wiper arms themselves you can sand down and spray paint with a few coats. I've done that and it's held up well.

The spring-loaded part that holds the rubber inserts can just be replaced.

there is a household product called CLR that supposedly removes calcium, lime and rust from fixtures.

soaking the wiper arms in something like that may be a bit easier than sanding the rust off.

oven cleaners are known to be good at removing some kinds of paint also.
