fixing power supply?

For some reason my Enermax 650W ATX supply can't keep it at 5V for +5V when applied to a heavy load such as a T-bird 1.4 CPU or a XP2100+, BUT will keep it at 5.05V or slightly higher when using a AMD Duron 900 MHz CPU or a Celeron 1 GHz (lighter load).

How should I go about testing it?

I have access to our school's EE lab (oscilloscope, DC supplies, etc) - but where should I start looking?
The other voltages look fine.
 
well I know its bad, but I'm interested to know which stage/part/section of the PSU is causing the +5V to not meet +5V under a heavy load... its supposed to be a 650W supply. I lost all faith in these namebrand PSUs like Antec and Enermax after hearing lots of DOA/fail-to-boot tales 🙁
 
Don't believe everything you hear. Do you think either of those companies would be in business if all their products were crap?
