[FIXED] WTF I have to hold down each key for ~ 2 seconds

On my brother's comp, i have to hold down each key for ~ 2 seconds for the letter to show up on the screen?
And i hear a little beep each time. in the bios, the keyboard works fine. But when windows xp loads, the keyboard is all fuqed up.

anyone know to fix this or should i just reformat and reinstall windows?

reinstall, some program is prpably running in high priority at 100%
