Well after changing the plugs checking vacuum lines carefully I decided to change the fuel filter. I removed the old fuel filter and turned it upside down. Black gas came out of the inlet part. I replaced it with a new filter. The vibrating tach needle that I had stoped immediatley and the car runs a little bit smoother. I guess the filter was restricted rather then clogged?

How often should you change the fuel filter. The car only had 30K on it. But it's a 99.

30K sounds low...I generally change closer to 60K. With things like filters...you really can never do those things to quickly as they are cheap and play a large part in keeping your engine running smoothly. Obviously, the lifetime of a filter highly depends on the environment. If you're constantly filling up at crappy gas stations with tons of crap in their tanks/lines...your fuel filter is going to suffer.

I replace mine every 15k. High boost car with heavy mods in Dustyville, Arizona spells blown engine if fuel pressure drops while stepping on it.

30k in 8 years? Condensation has cause water to be in the fuel tank. You could drain a gallon out, hoping to get some water out or just add a can of fuel tank water remover. It is nothing more than denatured alcohol, it absorbs the water, than it just passes through the fuel system.
