*Fixed It* Added 2nd HDD, Can't Ghost or Format it

I have a Gigabyte GA7DXR with 4 IDE channels.
IDE1 = CDRW
IDE2 = DVD & Zip
IDE3 = Maxtor 40GB HDD
IDE4 = WD1200JB HDD
The Maxtor is my primary HDD as I just purchased the WD. I tried to Ghost the Maxtor to the WD but it kept hanging up. The WD showed up in the BIOS and Device Manager but not in "My Computer". I removed the Maxtor and formated and installed XP Pro on the the WD and made a partition. (I wasn't able to format it with the Maxtor in there.) It ran fine by itself. I put the Maxtor back in as my boot HDD and rebooted, the WD now shows up in "My Computer". Then I tried to format the first partition on the WD so I could try Ghost again but I keep getting an error message:
"Windows cannot format this drive. Quit any disk utilities or other programs that are using this drive and make sure no window is displaying the contents of this drive. Then try formating again".
I shut everything down but I still get the error.
My goal is to Ghost the Maxtor the the WD and use the WD as my main HDD and the Maxtor as a back-up.
Any ideas?

EDIT
I was able to format it in Safe Mode. In Ghost, I had to change from the default PC DOS drivers to MS DOS.

In XP I always use the "Disk Management" tools to format new drives ,only set back with this is that it won't allow you to format Fat32 over 32.5 gig partition/drives so your stuck with NTFS unless you want to wait forever using DOS :D.

In Ghost, I had to change from the default PC DOS drivers to MS DOS.
Why ? Ghost uses PC DOS so how did you use MS DOS ?

Also I am using the same mobo ..

In Ghost they give you the option of using MS DOS. You make a start up disk, leave it in the drive then when you go to make the Ghost start up disk, it gives you the option of PC or MS DOS. It takes the MS DOS files off of the disk, formats the disk and then writes the new files. I am using NTFS.

hmm I have never seen the option for MS DOS , sounds like I need to have another peek at Ghost .
Not that PC DOS is a problem for me I just never realised there was another way for Ghost to use MS DOS , I take it your using Ghost 2002 ?

I am not sure of the version. I would assume it is 2002 as it came bundled with System Works 2002.
