FIXED: Choppy Video & Web Browsing After Upgrading to GeForce 8400 GS

I ran Windows 7 with an old ATi Radeon 64 mb card, single LCD monitor with no problems with video and display choppiness. Videos would play fine in smaller screen, but stutter on full screen. However, web browsing would be fine; smooth scrolling, smooth transition to new pages, etc.

I upgraded my video card to a PNY GeForce 8400 GS to be able to run dual monitors in Win7 on the same computer: 1.8Ghz C2D, 2GB RAM. I thought the video and display playback would be better, but it's worse. Web browsing from page to page would be choppy; opening and closing windows would start from the top of the window and then go down.

I have upgraded the to the latest Windows 7 drivers from GeForce.

Thoughts?

edit: CPU usage is also low, less than 10% and still lags.

Updated: I refreshed the Windows Experience and it fixed the problems.

Actually, the main display (Dell 2005 Wide Screen) is 60hz; the Dell 17 in (1705) is in portrait mode at 75 hz.
