Rats fleeing a diseased, corrupt ship. Gowdy earlier in January stepped down from the House Oversight Committee and currently serves on the Intelligence and Judiciary committees. It is so abundantly clear that Republican members of Congress who have brains are leaving before they're all (further) implicated in things that will make them look very bad in the history books.

If the goal is to kill the Mueller investigation elevating someone from inside DOJ who will do it seems like a better road.

Most of them probably. He'll have no problem getting a judgeship if nominated but getting installed as a stooge at the DOJ after firing Rosenstein is going to get an awful lot of sideways looks. Senate does not love enabling House member shenanigans.
