Say the auction is currently at $100 with a bid increment of $1. If the higher bidder has a maximum bid of $150, you can bid $101 and eBay will automatically bid $102 for him.
It will continue to bid for him until it goes over his maximum bid amount of $150. If you bid $151, you'd be the high bidder.
There's no way to find out what someone put in as a proxy bid, except by bidding more and more yourself.
