First Time builder Need Help

This is my first time building a computer and I put all the parts in correctly but, the comupter wont boot up the screen jsut stays blank. I don't know if it is the CPU or the mother board shorted out through static or maybe it's jsut something else. The computer just wont boot so i can go the BIOS. Please help.
 
It sure sucks when you get a whole new system and it won't boot, because you don't know what works and what doesn't. First of all, can you hear the power supply turn on and the fans start spinning when you press the power-on button? If so, is the motherboard beeping at you once you turn the system on? If that's the case you probably simply haven't installed the CPU, video card, or RAM correctly. If the power and fans turn on but there is no beeping, check to be sure the proper power cable is connected to the motherboard.

You'll find a lot of folks willing to help you figure out what's going on, but you'll have to provide more specific info.

What components are in the system? What have you tried so far to get it to boot? What happens when you turn it on? (anything, lights, fans come on, hard drives turn on, anything at all?).

 
More specifically the computer turns on all the fans arerunning the lights are on processor fan is running just when ite comptuer turns on there is no beeping and theres nothing that shows up on the screen. I tried putting the porcessor back on and its in correctly the memory is in correctly. All perihperals are in the correct slot and the IDE cables are plugged into the correct slots. I have an AMD Duron processor 1.4 GHZ socket 7 9 gig hard drive western digital ,geforce 4 video card, SV live sound card, ethernet card, anda Chiptech mother board that supports AMD Duron . all fans, HD, and CD roms turn butthe computer doesnt boot up to the BIOS.
 
I'm unfamiliar with your motherboard, but try reseating the video card AGAIN. I've heard of problems where people think they've put it in correctly, but really haven't, because you really have to push hard - but don't crack your motherboard!

Also, pull out all the unnecessary devices, leaving only the CPU, memory, video card, and 1 hard drive attached to the motherboard. Leave all the fans attached! See if it'll POST with this configuration.
 
Like tk149 said, disconnect everything (including the hard drive!), and see if that will post. Usually the mobo will beep if the memory or video card are no good, so I'd guess there's something wrong with the CPU or that there's one (or more) jumpers on the motherboard that need to be checked. Make sure all the jumpers are set to have the right FSB speed etc for your processor.

Also, have you been able to use this processor in another PC (so you know it's good)? Is there any way you can borrow a duron or Tbird to test? If you put in another CPU and get the same result, then you can pretty much rule out the CPU as the culprit.
