First time build, power/sleep issues

Hello everyone! New here, and after reading some threads here it seemed like the perfect place to ask for help.

A couple weeks back I built my first computer, and installed windows 8.1 on it. The computer runs amazingly well, but the issue is it doesn't...want to stop running....ever. I have two issues:

1) it never fully powers off unless I hold down the power button. From desktop, if I select "restart" from the charms bar, the computer WILL actually do a full cycle: "windows is shutting down" screen-> everything goes blank/"no signal from HDMI" on monitor/fans stop spinning->wait a second-> everything powers back up. Everything good and dandy. Now, when I select "shut down" from the menu, I'll get the "windows is shutting down" screen, then it'll go blank, then "HDMI no signal", but all the fans are still spinning. ALL of them. Case fan, CPU fan, GPU fans. Unless I hold down the power button, it won't actually power off.

2) Somewhat related to #1. The computer goes to sleep fine, but similarly to #1, even when it completely sleeps/hibernates, all fans are powered up and active. Once the computer goes to sleep, I have to hold down the power button for it to actually sleep, and if I press it down again then it resumes where I left off, it doesn't actually do a hard boot up. Furthermore, I can't seem to wake it from sleep in any way. I've played both with windows power settings as well as bios settings.

A bit more info on the parts I used:
Mobo: Asrock z77 extreme 4
Intel i5-3570k
16gb G Skill ripjaws X Series
n Vidia GTX 770
Corsair HX750 power supply
Corsair Carbide 500r case
Rosewill N900PCE wireless adapter
Samsung 840 EVO SSD
Wireless keyboard and mouse, plugged into usb 3.0 ports.
Windows 8.1 64 bit

All drivers are up to date. Went into BIOS and noticed there is no option to select sleep type mode, but through research found out that setting it to "suspend to RAM" SHOULD give me S3 sleep. I've also enabled the bios options to be able to wake it up through usb ports.

With all that said: what could I be doing wrong?

Many thanks in advance for the help. Greatly appreciated 🙂

Try this: look at the manual and make sure NOTHING is plugged into the Asmedia USB ports; only use the Intel chipset ports.

If that doesn't solve anything, unplug everything from the computer that you don't need to test with (display, mouse keyboard) and try again, again not using the Asmedia ports.

If that also doesn't solve anything, look in device manager and see if any devices have a question mark beside them.

By drivers up to date, are you referring to the latest drivers on the Asrock site?

I'm not sure I follow. What would I be testing by doing that? If I don't plug the monitor/keyboard/mouse I wouldn't be able to know how it reacts to the shut down command from windows. Everything does power off by forcing a shut down (holding the power button).

And yes, by "drivers up to date" I meant the ones on the ASRock website. I did run windows update fully as well. I downloaded up to date ones from the nVidia website for the GPU, the rosewill website for the wireless adapter, and one from the INTEL website (it was either the graphics controller or the INF chipset one).

Something is keeping your machine from going to sleep. Unplugging devices that aren't needed would help narrow down what is causing the issue. Also, I didn't say to unplug the monitor/keyboard/mouse. I suggested you unplug everything BUT those.

Also, make sure you are running the most recent BIOS available for your board.

Have you checked the advanced power plan options in Win8.1 to see if something there is conflicting?

I have not checked to see if I have the latest BIOS, but I have played around with the advanced power options by applying common solutions I found online. None of them worked. I still haven't made it home since I posted this, I should be there tonight and will update with my findings. I really appreciate the help! 🙂

update: starting to think maybe it's the motherboard? When unplugging everything except the bare basics, I still need to hold down the power button after windows 'shuts down' in order for the tower to power off. Also, still no way of waking it up from sleep.

I don't think I'll RMA the 'board, since I'm lazy and everything else works great
