First time apartment renter: heater question...

I recently moved into this apartment and the heater does not work. It wasn't a big deal since it was during the summer. Now that it's winter I had the landlord send someone out to fix it. The guy fixed it promptly, which I'm very happy with. I think it ended up costing the landlord $250 because the heater was out of date. But anyways the heater is working but I have 3 concerns since I never used a heater before.


1) The heater cover is painted with a coat of paint to match the walls. The guy who came and fixed it told me that the paint is not heat resistant. This means that when I turn the heater on, it'll heat up the paint, sending out a smell. I surely do not enjoy the small nor am I sure if the fumes are safe. What options do I have in dealing with this? I can't use the heater, even if it's working, if it smells like funk when I turn it on.


2) Now that the heater is on, there is always a noise and heat coming from it even if I turn the heater gauge all the way down. Does the noises mean the heater is still working regardless if I turned the gauge all the way to the left? I just want to anticipate any gas costs if the heater is in fact on 24/7.


3) How much does it typically cost to leave the heater on for a comfortable temperature say half of the days out of the month? (S. Cali).
 
Where the hell are you in southern california that you need a heater?

I live in Palos Verdes which is right near the ocean, and we get all the early cloud cover, and I just throw on a sweatshirt. I can remember like two or three days in the past couple years where it's gotten so cold that a heater needs to be on.

LA area. The last couple of weeks, there has been a few cold days. And this particular place keeps pretty cool for some reason. On hot days, it's cool inside so I don't need an AC. But on slightly cold days, it gets freezing up in here.

...I think it has a LOT to do with how well your apartment is insulated. I live right by you in Torrance, especially in the last few weeks I found myself turning the heater on every night. Pretty much as soon as it starts getting cold outside (around midnight) my apartment starts getting cold too ...who the heck wants to have to sleep with a sweater and have there face and whatever else (!) that falls out the blanket during the night freeze?
