This actually turned out to be false info, another editor at IGN posted on their insider boards that it was a mistake and that the editor that made the original comment hasn't even seen the game yet.
"Nate goofed in writing that. He hopes that is allowed. Nothing about this has been announced and Nate's never even seen RB2. Sorry, guys."

This was also mentioned in a gamespot article about RB2, but was edited out of the article a few hours later. The gamespot article has a lot of good info in it though, including confirmation for online BWT, a new solo tour mode, and 10 confirmed tracks.
