🙁 My screen looks like heat rising off pavement. Kind of jittery in places like the electron gun isn't shooting straight. It doesn't do it all the time, and when it does it's in different spots covering the entire width of the screen. The colors are just fine, it's just what is displayed starts to blur out (webpage). Would this be something a degauss would fix? This all began after a reformat and occurs with all ATi driver versions 4-12 thru most recent. TIA.

Most likely EMI interference from something on the Circuit you are using (Furnace, A/C, Washer\Dryer, Refrigerator, etc.).
 
thanks, i do have a small klipsch speaker on either side, a breakout box from my Audigy 2 zs and my cable modem all within 8 inches of the monitor. Could this contribute to the problem?
 
Though it could cause interference, its unlikely those items you listed.

Listen carefully the next time it happens.
You will most likely hear something powering up.
