No way will that ever stand a chance. That's a political suicide right there if any politicians really try to go forward with that.

As for your 'next up' - I remember reading a town in Texas where cops actually went INTO the bar and arrested people for public intoxication. Not people causing problems, just drunk people.

Back in the old days, many cities/towns had ordinances that wouldn't allow furniture in drinking establishments, because they figured if people couldn't sit and be comfortable, no one would want to go to the saloons. That worked out real well for them.

They already have. It's called "sexual harassment". Pretty much any woman who wants can go to HR and claim that you were "undressing her with your eyes", whatever that means.

I wonder how they would plan on enforcing such a stupid ban. Would they serious station cops inside the bars to arrest anyone who swore?

They would ultimately have to prove a health risk to get support from most people here.

However, since the issue is that things get a little to rowdy in the district, the better approach than just "banning" things would be to encourage bar owners to post a simple warning at the door that clearly states what manner of things may happen there and crack down on things that may be happening in the streets with better police patrols. It sounds stupid, but it's a better approach if they truly are concerned about the "historical district" factor and not just looking for easy revenue and justification for extra police forces.

I get the impression that this town has a very outspoken religious or older population.
