Pour two 3 gallon loads into the 5 gallon - this leaves 1 gallon left in the three. Empty the 5 gallon and put the 1 gallon in, then fill the 3-gallon jug and put into the 5-gallon.

I would filled the 5 gallon 80% of the way and said "For all intents and purposes, this is about 4 gallons. We can cut costs by eliminating these extra jugs" 🙂
