First Build Problem

This computer is my first build and i ordered all the parts from www.newegg.com, except for the power supply which i purchesed from Compusa. The parts are:

Intel Pentium D Processor 940 (3.20 GHz)
ASRock 775Dual-Vsta Motherboard
Comp USA 400 Watt ATX Power Supply
APEVIA (ASPIRE) X-Dreamer Black Steel ATX Mid Tower Computer Case
G.SKILL 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 667 (PC2 5400) Dual Channel Kit system Memory
NEC 16X DVD±R DVD Burner Black IDE/ATAPI
Western Digital Caviar WD1600BB 160GB Hard Drive
ATI Radeon x850 XT (AGP)

After seting the system up, i plugged it in and attempted to power the system up. However as soon as i hit the power button the LCD thermometer lights up and the fans spin for 1 second and then power down but the power light remains lit. I can not think of any reson this would happen. Please respond if you have any idea what might be wrong.

Also check the CPU fan connector is plugged into the correctspot on the MB.
 
Comp USA 400W PSU?

Does anyone know if this thing is any good, because if not i'm going to point the first finger at it.

Is there any debugging LED or beep system for this motherboard?
 
Im prety sure my PSU connections are all good. Does anyone think 400 watts may be to little, because most systems i have read about using my mother board always have above 450 watts for their PSU.
