Firewalling a department within a LAN

I have a Health department that needs to be firewalled from the rest of the network but that also still needs to be able to access the server that all the departments share. As I understand HIPAA regulations require 3DES encryption so I'm thinking about going with one of the cheap Cisco PIX 515's.

Can anyone verify that this will do what I want and meet HIPAA regulations?

should meet compliance as long as their not transfering health data to the server in any way. I've had to set up completly different servers that were a subnet of the corp to make sure data was protected.
