Firewall software that can block specific ports for a user

Do u have any recommendations for firewall software that can block or allow specific ports for users. For example, i want to block a user from using the instant messenger service or file sharing ports for edonkey and others of that kind. I have a Windows 2003 Domain Controller and i want to install a firewall to prevent certain ports from being opened.
