firefox needed to be restarted after new add-on/themes

There is something that always bothers me with Firefox 2. It is the need to restart Firefox after installing any add-on/theme (plugins too?) for it to take effect. Granted, the sessions are saved, but I am a bit curious. Is this a software limitation or design choice?

It's by design.
