FIOS quantum == downgrade?

I had 15/5 on FIOS at my new place. With the "fluff" from having a TV package, it was closer 25/5. I upgraded to "quantum" (50/25) yesterday.

Now my speedtests are 21/33. So the upload got increased, but the download was decreased? I tried all three speedtest.net servers in Boston area. One was 1.7 mbit down. Both of the others were around 20mbit.

Trying to figure this out.

Edit: That was at around 5-5:30pm. Now, at 8PM EST, I'm getting 36Mbit down, from Speedtest.net, comcast boston server.

Still seems slow, but getting better. I wonder if it is just that the interwebs are clogged up by facebook users, and poor Verizon peering?

I'll try it again at 11PM EST, to see if it gets better still.

Edit: It just feels like since the upgrade to "quantum", that my line has been put onto some sort of rate-limiting profile.
The speedtest.net site, when starting the test, the needle goes way over, like my rate starts out much higher than what the test finally indicates as an average, and then it levels out, and get slower and slower.

Normally, what I'm used to seeing on the speedtest.net site, is a speed that ramps up, and then slowly climbs higher and higher until it reaches the maximum speed for my line.

Edit: I just did a speedtest.net, with the NYC Towerstream server. It went up to 44Mbit quickly, then it lowered to 38 Mbit, then slowly, slowly, climbed back up to 42Mbit at the end of the test. Contrast that with how the upload fares, it starts out kinda slowly, and then climbs and climbs and climbs, and finally reaches 33Mbit.

It just seems wierd that the download test is starting out fast, slows down, and then crawls back up, not reaching the initial speeds. Is that an indication of rate-limiting?

Wasn't there some sort of net survey place, that would tell you if your line was rate-limited? Anyone know the URL?

Check with some traceroutes and see if the sites you're testing with are on-net or close. Also, just for kicks, try some speed test sites in Reston, VA or Ashburn/Dulles, VA and see if you get better results.

VZ's backbone and interconnection connectivity used to be industry leading. Lately, it certainly appears that they are not upgrading their backend links to keep up with the pace of tail-circuit upgrades as well as their new sub growth. Also, VZ has been striking deals (e.g. with Redbox) that just happen to be with companies who just happen to be competitors with other companies whose peering circuits with VZ seem to be more congested than ever and VZ doesn't seem to be doing the right things to fix that (e.g., Youtube, Netflix). Oh, and there's a thread on dslr about VZ harassing a guy for excessive usage over some never-defined limit.

So FIOS is going from a technically outstanding service to behaving in much the same ways as the cable guys.

Well, at 8pm, it was better, and at 11pm, better still. It's after midnight EST, and while I'm still not getting my full line speed to the comcast boston speedtest server, I am getting 57/33 to the towerstream server(s), both nyc and boston.

Speedtest.verizon.net also gives me 57/39, so I guess my line is good.

But it's kind of like having a long driveway with no speed limit, that merges onto a 20mph road.

I'd call Verizon personally, that's a *big* difference in speeds for a line with dedicated bandwidth. It shouldn't be deviating that much.
