Finiky Modem Trouble

I bought a cheap modem from circut city made by Hi-Val it seems to work fine about half of the time but the other half it takes 30 to fourty second breaks and just sits then it will start up again. I thought that it may be the isp but my other computers dont have the same problem.
Any thoughts on what it could be?
