Finding COA info on a WIN98se OEM CD?

No. That license info is separate. Why do you need it? If you lost your CD key there is a way to check for that on your system if it is up and running, but not the CD.

Was just wondering because I saw a surplus copy of an OEM Gateway CD with ver 98 on it. Did'nt know if it was worth getting or not. Guess I won't bother.

Another point to consider - OEM software can only be legally used on the machine it came with. So if you got a Gateway OEM Windows CD, you can't legally use that license on a different machine, like one you built yourself or a Dell, etc.
