Finding a bottom-bargain laptop

Greetings Anand,
A friend has enlisted me to help her out with finding a Notebook. Or netbook, if it has Ion, but with the price range being lets say 415$ after tax and shipping and all that fun stuff, I've been unable to find either a notebook or Ion-based netbook.

The main things I'm looking for are as follows:
Preferably, a dual core or one of the newer single cores. Good enough frequency to handle daily use and such. Power consumption is a non-issue. RAM should be 1GB or higher, but again not much of a difference so long as it isn't below it. HDD of at least 160GB. Good wireless and lets say 3 USB ports?

What puts us over the target price a bit is that she wants a webcam as well, and I know she isn't going to be happy with most of the shitty integrated cams, which is why we're probably going with a Microsoft Lifecam VX-5000 and for 38$ shipped its pretty nice, but cuts into our total budget a bit.

Newegg gave me very little option when I was looking by price, I didn't like the one notebook and most of the non-Ion netbooks I saw, so I turn to you Anand to help me find a cheap laptop that preforms well for mail/IM/general usage and can handle HD video playback.

All help is very much appreciated.

Dell outlet. You can get an Inspriron with a T4200, 3GB's of memory, and a 250GB HD for $409. Shipping is free, of course you have to pay tax. Now just keep an eye out for coupons. Last week they had 20% off which would put you squarely in your price range. Outside of that keep an eye of slickdeals religiously and be ready to pull the trigger when a deal pops up.

Fulfills your requirements for $399 w/free shipping and no tax if you live outside of NJ, CA, TN and PR, although I think NY has the "Amazon" tax now as well. Even has a built-in webcam.

EDIT: Sorry, saw your requirement for non-crappy webcam. Still, you could just use the integrated one for now, and wait for a good deal on an external one.
