Find who owns a "set" of IP addresses?

I connect via a special dialler from company A, but my "word address" involves the name of company B (as viewed on something like IRC), so how do you work out who you're connecting via?
I know my IP address (80.225.xxx.xxx), but I'm not sure how to fin dout who owns the block of numbers.

Another problem is that I have a 24/7 free access account (ie, anytime dialup), but for the last 5 months haven't been charged (been with company A for 7 months, only charged for the first 2).

Any way to work out what might have gone on/who I really connect with?
