find me a good case given the following criteria

Antec makes a lot of cases that size. I needed one that was under 17" also, and mine is an antec.

Just go to newegg. I saw at least 4 or 5 under 16.5".

the link didn't work but i was aware that antec does make some cases that fit my criteria. but i was wondering if there were any other companies that offered cases under 16.5 inches in height.

I don't know much about any other manufacters, but have you considered getting a SFF or mini atx case? Either of those should be under your size requirements, and they are made by many manufacters.
 
If you're not opposed to going with a mATX mobo, that will open up a lot more cases.

Of course, it WILL help if you mentioned what you'll be installing into the case as well as why you have the height limit.

Personally, I just looked around when I was case hunting for one that would fit under my desk. I have 22-1/2" of clearance between the bottom platform and the keyboard tray. I knew the case would have to fit in that amount of space, which is a hell of a lot easier to do then under 16-1/2".

If you have a place for it, consider the Antec Aria case. It will require you use a mATX mobo, but unless you plan to use more than 3 PCI and one AGP card, that shouldn't be a problem.

BTW, just looking on newegg for ATX Mini Tower came up with the Antec SLK1650 which is 16.6" tall. The search was VERY easy, and should have been one that YOU did.

How about next time you at LEAST do a real search before asking US to find your sheit for you.
