Just thought I would share my success in case someone else has the same issue.
I had a casement window lock break off (the internal gizzards of the lock broke apart) and the window was closed locked. I used a pry bar to open the corner of the window (just waiting for it to shatter in my face) and was able to see from the outside of the house where the metal lock catch missed the bolt. I used a putty knife to lift the catch lock around the locking bolt, then I rested the putty knife on top of the lock catch and shut the window. I then pounded on the putty knife with a hammer, downwards, and finally moved the lock slide down and freed the window.
2 years in the making, I gave up a long time ago and finally figured it out
