Isn't barley far more hardy then wheat? I mean barley can be grown in areas where wheat can't survive.

Wouldn't it just move production northward? It's easy to say that warming would reduce production by 17% in the regions where it's grown now. But if supply and demand, and market prices influence it, then those fields growing other crops would begin growing barley.
