Filtering lines standing out like a sore thumb!

I have a Radeon LE and have trilinear filtering on and also anisotropic filtering on. During any game that I play, the filtering depths are very easily detectable since there is a complete "filtering line" that runs along the texture surface. It gets really annoying because one side closest to me is sharp and the one further away is evidently blurrier. In 3DMark2000 this is EXTREMELY evident with the harbor scene. The pavement can be separated into at least 5 different levels of filtering and when the scene is moving the lines move. This is super annoying. Does anyone know how to get rid of this so the filtering blends together more smoothly?

I have a Radeon LE and haven't noticed this yet, but I also haven;t tried 3DMark 2001. I'll download and give it a try. I have RadeonTweaker for playing with the settings of the driver.
